Reflector hanging install when it seems like it shouldn't

Description of the issue
The recent DDoS attacks have highlighted an issue with archinstall - namely that you can't install when specific Arch infra is down. It seems that the following will all hang on reflector:
- archinstall --offline
- stripping out all /etc/pacman.d/mirrorlist to only 1 mirror that is pingable
- specify a specific server on the tui
- just pull your network cable
This can be worked around by turning off the systemd reflector service before install, but this route is not obvious nor documented.
As a temporary workaround, you can run systemctl mask reflector.service before runing archinstall, that worked for me.

Had to do this too. It was stuck for a long time and ps aux showed reflector wasn't running at all.
