Adopt a translation platform

It'll be much easier for the translators to keep track of the localization process with an appropriate translation management platform (and the entrance barrier for new translators will be much lower). aurweb is currently using Transifex, for example. I prefer hosted Weblate (free for open-source projects) because it's open-source and amicable (and has a tight CVS integration).
