Unable to type in Chewing (Zhuyin)

Detailed Description

I am trying to type in Chewing (or more commonly called Zhuyin), here are the things I have tried:

• Added Chinese AND Taiwanese in the keyboard layout settings
• Tried using fcitx and ibus
• I thought it was because of my locale so I enabled it in /etc/locale.gen, ran sudo locale-gen but that didn't work either
• I have also installed the Taiwanese fonts.

Expected Behavior

Able to use Chewing to type Chinese

Current Behavior

The default keyboard layout settings didn't react when I used the keyboard shortcut to change layout. ibus did respond showing me changing from English to Chinese but I am still typing in English.

Steps to Reproduce

1. Go to Settings -> Keyboard -> Layout
2. Added both Chinese and Taiwanese
3. Reboot
