Looks like /etc/systemd/system/portmaster.service exists Now it magiacally works again.

Still happening I had to manually copy the service file from opt to /etc/systemd/system after reboot. I somehow also had to daemon-reload which was not neccessary the first time.

I noticed sometime that the unit file doesn't get deleted anymore or never was deleted, but instead I had to run daemon-reload every restart. I don't trust Deepin Linux and...
