In scons 4.5+ env['CPPDEFINES'] can sometimes return a deque object (see SCons/scons#4321). Convert it to a list where needed.

There's a strange quirk in the xlsx format where values with standard format id 14 use a locale specific date format. Currently xlsx2csv hardcodes this format to the US mm-dd-yy...

The code used to assume level load succeeds or aborts the whole game with Error(). Might be too tricky to change this during obs season.
