Encode parameters for the promote plugin API

It's common to have process names that are not URI safe (spaces, etc.), so this re-uses the convention of calling path_encode at the string interpolation level.

Failures are Ruby 1.9.3 related, and appear to be also occurring on master.

Seems to be related to some unicode characters in a spec file or something.
