rsync error with add user

I have two vps with each having two users (added as per User guide) and both of them failed to rsync. the error it reflects is

ssh: connect to host **.**.**.** port ######: Connection refused rsync: connection unexpectedly closed (0 bytes received so far) [sender] rsync error: error in rsync protocol data stream (code 12) at io.c(235) [sender=3.1.3]

It has same error on both the vps and I am doing rsync from primary user.

Both the system are using Debian OS

where as rsync from my third vps works flawlessly where I don't have second users added. I am not sure but I do believe it has something to do with new user added to rtorrent

I don't use rsync so not sure. My only guess would be that it was to do with permissions
