Implement Court transaction fee payment on schedule

As mentioned in b40405e (#195), these per-schedule fees should be paid out of band from GovernQueue and schedule().

The Protocol's PaymentBook does not denote any requirement of such fees on-chain and as such, this information is left entirely off-chain.
