shared: add configuration to TemplatesDeployer to specify aragonPM registries they'd like

It's becoming more common for templates to pull from multiple aragonPM registries (e.g. aragonpm.eth and hatch.aragonpm.eth).

It would be nice to allow the user to specify the aragonPM instances they'd like created, and the registries that an app should be published onto.
