Helpers: TemplatesDeployer should also deploy an open.aragonpm.eth instance on local chains

Although we don't need it in our own templates, most other users of the helpers package will be first publishing their apps onto open.aragonpm.eth and therefore need to have their apps published on this registry locally when testing as well (to avoid having to change appIds between testing and real deployments).
