Use Claimable pattern for ACL permission managers

Given the importance of these managers, it may be better to use a Claimable transfer instead.

I'm not 100% sure the overhead is worth it. For example imagine transitioning a big amount of managers to a new voting app, it would require a vote in both the source and destination apps.

Maybe we could make it configurable, so that by default, it's just transferrable, but for really important permissions, they could be set to be claimable.
