Change location legal terms and email collection policy.

Currently when signing in for the first time you have to enter your email address and agree with the legal terms and email collection policy. These links are not functioning correctly.

1. The legal terms are not available through the link provided (results in 404)
2. The email collection policy is a Markdown document which is downloaded from https://aragon.one/email-collection.md by clicking the link.

Possible solutions:

1. Provide a pdf for both documents through the links
2. In the future this whole onboarding process should be replaced by did integration
