Version 0.3.1 seems to have dissapeared from pypi

Hey,

Thanks for making and maintaining this project! Due to my builds breaking I noticed that v0.3.1 is no longer in pypi. Is that intended? If so why?

Hi, sorry for that it's my fault - 0.3.1 was deleted according to #23 but I forget that pypi disallow reupload same version (but I am sure that I reupload package in the past without any obstacles). Solution: bump version to 0.4.0 - is the same code with a tests package.
