Bug: Vuln report missing ImageDigest values

What steps did you take and what happened:

When SBOM creation + SBOM cache is enabled, there are cases in which vulnerability reports get created without an image digest reference (does not impact all vulnerability reports).

What did you expect to happen:

I expected all vulnerability reports to contain image digest references.

Anything else you would like to add:

All vulnerability reports contain image digest values when SBOM generation is disabled.

• Trivy-Operator version (use trivy-operator version): v0.22.0
