[Feature Request] Release aptos-cli to Chocolatey as part of CI

As title suggests. Currently we publish aptos-cli manually to Chocolatey, and it takes a long time to review. We should include it in CI.

Our latest version is still 3.2 on Chocolatey, https://community.chocolatey.org/packages/aptos
