The latest aptly release does not support IMDSv2 due to outdated aws-sdk-go

Detailed Description

We recently enabled IMDSv2 for our EC2 instances on which the aptly has been running and started to see aptly fail to publish snapshot to S3 due to NoCredential issue. It turns out that the aws-sdk-go dependency for the latest release does not support IMDSv2 yet per the AWS official doc (supported version listed at the bottom of the page). For now, our current solution is to build aptly on our own.

Context

I noticed that #1141 has been merged to upgrade the dependency version. I believe by having a new release including the package upgrade will solve the issue and have IMDSv2 support available for all users.
