Template changes for `serif dev` should be detected automatically

When running serif dev, changes to the underlying templates aren't detected automatically, which means a lot of serif generate when trying to create a new layout, or rolling your own while loop in a separate window that just runs serif generate repeatedly.

It may be that #11 can be incorporated into this.
