[Bug]: Apps referencing unpublished packages do not have a good error message

Description

Its impossible to know that you need to just republish the existing valid package for the suspended states to go away, e.g App: v1.0.0 Package :v1.0.1 or App:v1.0.1 Package v1.0.0

In both the above cases, we are getting the CTAs to update the package, rather than plain republish
