[Bug]: Installation order of library changes in certain scenarios

Description

Installation order libraries in an application changes on page reload when a library in the middle order is removed

Steps To Reproduce

1. Install Library1, Library2 and Library3
2. Uninstall Library2.
3. Open network tab in dev tools
4. Refresh page and check the response of /libraries API
