[Bug]: Modal widget - Auto height with limits - scroll issue 2

Description

When we choose Auto height with limits and enter Max height as 30, D&D a widget inside the Modal widget, we are able to see the height is not increased but the scroll is enabled and Max height is not considered, When we try to toggle off the scroll contents from the property, contents inside the Modal widget disappears, leaving a blank Modal

Steps To Reproduce

1. D&D a Modal widget
2. Choose Auto height with limits in Height property
3. Enter 30 in Max height
4. D&D another widget inside the Modal widget
5. Observe only the scroll is enabled, but height is not increased
6. Try to toggle off the Scroll contents
7. Observe the Modal widget goes blank

Expected: Scroll should be disabled and height should increase.
