[Bug]: Modal widget - Auto height with limits - scroll issue 1

Description

When we choose Auto height with limits and enter Max height as 30, D&D a widget inside the Modal widget, we are able to see the height is not increased but the scroll is enabled and Max height is not considered

Steps To Reproduce

1. D&D a Modal widget
2. Choose Auto height with limits in Height property
3. Enter 30 in Max height
4. D&D another widget inside the Modal widget
5. Observe only the scroll is enabled, but height is not increased

Expected: Height should be increased until the defined Max height, but only scroll is enabled Max height isn't considered.
