[Bug]: For forkable public apps, instead of fork app, edit app button is displayed

Description

For apps which are public, instead of Fork app button, it shows Edit app button, which on further clicking redirects to sign in page.

Steps To Reproduce

1. Make an app public which has {"forkingEnabled": true }
2. Copy the url and open in different tab
3. Observe instead of fork button, edit button is shown

To reproduce this with forkable app @trishaanand :

1. Fork a template and deploy
2. Copy the app url
3. Paste the url in incognito mode
4. Observe instead of fork app, edit app button is displayed
