kube-proxy command line flags deprecated

When running Kismatic 1.7.0 and viewing the logs for a kube-proxy pod there is the following output:

WARNING: all flags other than --config, --write-config-to, and --cleanup are deprecated. Please begin using a config file ASAP.

We will need to move to using a config file before these flags are removed.
