Provisioner: Use a common plugin location

Since we want to support multiple clusters (potentially across cloud providers), having multiple clusters currently saves the associated plugin with the cluster, and not with the provider itself. This causes extra overhead during the initialization process, since we have to re-download the plugin with each new cluster.
