Sidebar/submarine panel should not be scrollable when collapsed

This is happening, to reproduce, view - https://appnexus.github.io/lucid/?selectedKind=Submarine&selectedStory=hidden%20bar&full=0&addons=1&stories=1&panelRight=1&addonPanel=lucid-docs-panel-props

resize the submarine to be smaller and the scrollbar will appear. If the submarine is then collapsed, the scrollbar does not go away.
