Datetime function ignores timezone

As written in title, the datetime templating function completely ignores the timezone.

{{datetime build.started "2006-Jan-02T15:04:05Z" "GMT+2"}}
{{datetime build.started "2006-Jan-02T15:04:05Z" "0200"}}
{{datetime build.started "2006-Jan-02T15:04:05Z" "Europe/Berlin"}}

Neither one of them sets the correct timezone. Everytime the UTC format is displayed.

Expected: 2021-Aug-27T12:36:00 Received: 2021-Aug-27T10:36:00
