Why the islamicUmmAlQura calendar is only available on Apple platforms?

Is there any plans to make it available everywhere like other calendars?

It is available everywhere.

Is it this @available(macOS 10.10, iOS 8.0, watchOS 2.0, tvOS 9.0, *) that gave you this impression, or are you having issues accessing it from other platforms?

Yes indeed, that annotation gave me this impression, I was about to use it but I didn't try because of this 😁
