[Feature Request] Support / Bindings for CPS

It would be nice, if you can read, write and convert from and to CPS files using Apple PKL.

The Common Package Specification, mostly intended but not tied to the C languages world, can be found here:

It's going to be supported by Cmake, Meson and other build tools in near future.
