Remove artifact `pkl-cli` from publishing

pkl-cli is published to Maven Central, but depends on pkl-server which is not. It should be published as well.

The actual issue here is that we shouldn't be publishing an artifact called "pkl-cli".

For the CLI, you want pkl-cli-java
