Is it possible for any Company to use the MobileOne algorithm in the product commercially ?

Hello, I'm developing an application which runs on Mobile Phones. This App wants to show an avatar that mimics the user's appearance. I want to use the MobileOne algorithm in my App. Do I have pay for it ? or is it free to use the MobileOne algorithm ?
