Add workload to disable specific failure injection workloads

We now inject failure workloads in all simulation runs.

Workloads should disable failure injection workloads themselves if they don't work well with some kind of failure being injected. However, sometimes the combination of multiple workloads causes problems if some type of failure is being injected. This workload allows us to disable these in the toml file.
