Better usage of UTXOs

Let's say you have 3 UTXOs that you want to use to open a channel + 1 UTXO to keep for anchor reserve. You want to use all the funds from those 3 UTXO and do not touch the "anchor UTXO".

Description

I want to deduct the fee for opening the channel but in fix amount, so it will not be taken from that anchor UTXO. So I could calculate manually how much is the fee in total and adjust the amount for opening the channel - fee, in such way that all sats are used and all available UTXOs are used.
