Rebalance ignores the amounts input

Describe the problem/bug No matter what amount you put in for "fixed" rebalance, it tries to rebalance 300-400k sats with fees you didn't agree to.

Your environment

• Version of ThunderHub: 0.12.24
• Deployment method: Umbrel
• Other relevant environment details: Raspberry Pi

To Reproduce Steps to reproduce the behavior:

1. Go to Rebalance
2. Select any inbound/outbound channel
3. Set any max fee and any max ppm
4. Set 100K sats or any amount other than 300-400k.
5. Open LNTOP's routing view or another monitoring app to check what's actually happening under the hood
6. Click Rebalance
7. Observe that the amounts don't match what you put in at all.

Expected behavior It should try to send the amounts I want to rebalance for the price I want to rebalance.

Actual behavior It tries 300-400K, at different prices than what I specified.

Additional context I think this is probably why I've literally NEVER had a successful rebalance in ThunderHub.
