Reorganize to Position 1 Failing when Created at Root Level

Version 2.36.3 and 2.39.1.

If I create a new page as a child of “Home” and open the reorganize modal, I am able to drag and drop that item to the first position and click Finished, but Apostrophe does not save the change to order and the page reverts to its previous position.

Moving the item to the second position and then dragging the first item below the second achieves the intended action.

If I create the page as a child of another page I am able to drag it to the top spot under “Home” and it retains its spot, but if I were to drag it to position 2, click finish and then try to drag it back to position 1 it exhibits the same problem.

Problem occurs with single pages and pages with children.
