Cache max age codegen

Related to #4158.

  • Adds the cache/0.1 definitions (not merged/still in draft)
  • Codegen creates a Cache object containing a maxAges map according to @cacheControl and @cacheControlField in the schema

Opening as draft since the cache definitions are still a draft.
