Don’t prompt for DevTools installation for browser extension page

Issue Description

I’m getting the message Download the Apollo DevTools for a better development experience in my console.

A Chrome extension can’t debug other Chrome extensions. It’s not possible to use DevTools on chrome-extension:// pages.
