Tatin is not fully compatible with .NET

Publishing a package does not work currently with .NET (rather then .NET Framework).

This does not effect anybody on Linux / Mac-OS because there it's handled without .NET, but anybody on Windows not using .NET Framework.

This can be solved by enhancing the package HashPasswords so that it can do its job with .NET (rather than .NET framework) as well.
