Revert goreleaser version hardcoding once goreleaser-action is compatible with v1.9

Current version 1.9 of goreleaser isn't working with the goreleaser-action.

We hardcoded it to 1.8.3 in the workflow action.

This ticket is to remove this hardcoding once we verify the action works as intended.
