Registry tool: rename the `registry` tool to ?

regctl isn't the most beautiful name, but people were commenting that the phrase "registry tool" was introducing some confusion, and the ctl suffix reflects our goal to make regctl the kubectl of API registries. We also considered registryctl but decided that was too long and unwieldy.

This change is underway in #571, but if anyone wants to discuss this further, we could do that in comments on this issue.
