Add and Configure the Legal module

I'm just looking into this now, and I'm concerned about the current state of this module.

  • There is a 8.x-1.0-rc1 release, which was cut 9/15/2018.
  • The last commit to dev was 1/26/19.
  • There are 10 issues, 7 of which are bug reports: https://www.drupal.org/project/issues/legal?version=8.x

If we install this in Kickstart, we're going to have to include patches. Personally, I would rather wait until this becomes stable, and potentially help get it stable, before considering including it in the Kickstart.
