Add support for Developer categories API calls

Is your feature request related to a problem? Please describe. no.

Describe the solution you'd like Add support for CRUDL developer categories via /mint/organizations/{org_name}/developer-categories endpoint. Currently, this is missing from the API client, if I remember correctly it was not added because developer categories API was (is?) marked as deprecated, yet as I can see it is still actively used. (At least on the project that I am working on at this moment.)
