Difference between cookies in Puppeteer and Playwright

In Puppeteer page.cookies() returns cookies for the current URL.

In Playwright, it returns ALL cookies.

I assume this is because while Puppeteer runs in the same-context by default, so cookies are reused, Playwright runs all pages in separate contexts by default so the cookies are NOT reused and need to be manually injected into the new contexts. We need to investigate the implications.
