docs: Add cookie consent banner

Hey, TLDR - no analytics (or marketing) tracking cookies and no read/write to user's browser means no consent banner is required. As I understood, there is a need for performance and KPIs' measurement for Tooling. Since there is a Hubspot and Segment tracking in place there is no other way if we want to be compliant. The last statement that was made on the meeting with Lenka B. and Ondra U. some time ago was that the design will be simplistic, non-intrusive and different to EU/US design on Apify.com domains.
