Support usage of `apify push` with monorepo projects

apify push is not able to deploy actors from monorepo projects such as actor-monorepo-example to the platform.

It would help a lot if apify push could be called e.g. from actors/typescript-actor directory while including packages from packages, adding a suitable Dockerfile and setting required environment variables.
