Maybe we should release the apisix arm64 rpm package

In some IDCs, we need the apisix server to run in linux/arm64 server, just like our current linux/amd64 server online.

So, I suggest we should supply the arm64 rpm package to meet the future, not only the x86-64 rpm package.
