I'd argue the state of design tooling is almost non-existent. To me design covers whiteboarding, spit-balling, straw-manning and tyre-kicking, before assembling a firm set of requirements and translating them via recognisable building blocks into a design, which you can then instantiate in a specification format like OpenAPI, AsyncAPI, Postman collection etc.
