Default .`upignore` should be automatically created

Description

By default, .upignore ignores dotfiles. This behavior makes sense, but can be surprising when you don't explicitly set it anywhere. Would be cool if the .upignore file is always created and contains .* when you set up the project. That would be more intuitive and less "magical" :)

Ahh I like it! I hadn't thought of it, but I totally agree, much better than trying to find it in the docs
