The screen shown when clicking on voted option is cached by chrome and shown again on repeated click
Although I already voted, it still shows me "Thanks for voting!" screen. Inspection of network requests shows that the page is being displayed straight from cache. 
IPv4 addresses are almost over, so a lot of ISPs provide a single IP to multiple users (NAT). One possible and simple user validation could be a Github user account.
