GSoC Task 4 Write the utility to process tagged corpus and the binary lttoolbox file and return weighted analyses.

@Techievena Is this in a (partially) working state? If so I think we should potentially merge it and just leave it marked as experimental and deal with bugs through the issue tracker.

I've reviewed this, it's basically just a copy of lt_trim.cc for now, but the build is a bit broken. So, unless you're planning to work on this, @Techievena, I'll close this PR and open up a new one

Hi Francis, I am completely off the topic on this subject right now. So I will take some time to understand it. If it is not urgent right now, I'd like to take some time to understand this and fix the issue. :)
