Fix frankenstein'd Bootstrap CSS

Apparently the bootstrap CSS was edited directly at one point (also, I'm not sure how it was created -- maybe with manual edits on something else) and now there's no good upgrade path. Ideally, we could use the vendored version from CDN with fallback and then apply our overrides on top of it (mostly just colors). ~Upgrading to BS4 would also solve this issue.~
